Latika was a native of a Delta Quadrant planet which used a global polaric power system. A reporter for his school paper, Latika was a keen investigator. When he saw tom Paris and Captain Janeway transported onto the surface of his world by a freak temporal accident, he doggedly pursued the two in an attempt to prove that they were not what they seemed. His life was saved by Tom Paris during an attack on a polaric power station, which helped him gain trust in the Starfleet officers. [1]
