Elias Sandoval was the leader of the colony established on Omicron Ceti III. He came under the influence of mind altering plants, which protected him from the effects of the berthold radiation flooding the planet but removed his sense of responsibility. He was ultimately freed from the effects by Captain Kirk. [1]
