The Romulan Ambassador to the Federation in 2293, Nanclus was a part of the conspiracy to prevent peace bewteen the Federation and the Klingon Empire. He advised the Federation President to use the weakness created by the Praxis explosion as an opportunity to launch a war against the Klingons. The President declined. [1]
