A member of Species 8472, Admiral Bullock was one of those in charge of the replica of Starfleet Academy which his species built to train agents to infiltrate the real Starfleet. He was deeply suspicious of Humans, who he regarded as aggressive and warlike after Voyager's interference in the Borg/8472 war. Nevertheless he eventually agreed to a peace between the two species.
