Fox was a Federation Ambassador who took part in the mission to Eminiar in 2267. An arrogant man, Fox attempted to force Scotty to lower the ship's shields after it was attacked by the Eminians - something Scott refused point blank to do. Fox beamed down to the planet and was almost killed because he had been registered as a casualty in the computer-controlled war with Vendikar. Ultimately he was able to offer his services in negotiating a peace between the two planets when Kirk forced an end to their war. [1]
