A member of the Enterprise-D crew, McDowell was a tactical officer who served on the bridge. He was present in 2368 when the ship lent assistance to a damaged Romulan science vessel. [2] In 2369 Commander Riker had planned to ask McDowell to use a Class V probe to scan Cardassian territory, but changed his mind when the shifts were rearranged by Captain Jellico. [3]
