A Bajoran, Ibudan was a smuggler during the Cardassian occupation. He was jailed by Odo for murdered a Cardassian officer, but was released by the Provisional government. He returned to Deep Space Nine in 2369 and attempted to frame Odo for his own murder, using a clone of himself to provide the body. [1]
