A veteran of the Cardassian wars twice awarded the Federation's highest honour, Captain Maxwell lost his family at Cardassian hands and subsequently nurtured a great hatred for them for many years. When he uncovered signs that the Cardassians were re-arming, Maxwell launched attacks into their space without Federation approval. The Enterprise-D successfully tracked Maxwell down and his old comrade Chief O'Brien convinced him to surrender to Captain Picard. [1]
