A Human male. Altan Inigo Soong was the son of Noonien Soong, who created the androids B4, Lore and Data. He shared his father's passions for androids and continued his work after his death. Together with Bruce Maddox, Altan produced numerous androids using a method called quantum neuronic cloning, which duplicated a positronic matrix from an existing android to create twinned pairs of androids. In this example the originating neuron was from Data's positronic network and was salvaged by Bruce Maddox. Alton considered himself the father of the androids he produced. [1]

When Altan discovered the fate of Dahj, Flower and Jana; the details of the Admonition; and the impending Romulan threat he agreed with Sutra and Soji that they needed to build the transmitter and contact the advanced synthetic lifeforms for assistance. [1] When he discovered that Sutra had killed one of her own sisters in order to convince the others to go along with the plan he was horrified. He disabled Sutra and assisted in an attempt to destroy the transmitter. The attempt was unsuccessful. [2]

Ultimately, it was Picard that convinced Soji that she didn't need the help of the higher androids and Soji destroyed the transmitter herself. When Picard died soon afterwards Alton, Soji and Agnes all helped transfer his consciousness to the same simulation that housed Data's. They also subsequently transferred it to the Golem body that Altan intended to use for himself. [2]
