A human female, Selina Rosen was a very close friend of Ambassador Jetanien. She was a diplomat for the Coalition of Planets which preceded the Federation. As part of her work she helped to negotiate the treaty which ended the war between Earth and the Romulan Empire. [1]

During the negotiations she engaged in correspondence with a Romulan named D’tran, then a former military officer and junior senator assigned to the Romulan diplomatic team working to ratify the treaty. The communications were unauthorised and carried out in secrecy. Both felt that the treaty was too limited in scope, and that the neutral zone separating the two powers was a mistake which would only continue their separation and breed further animosity. Their communications continued after the signing of the treaty, when all official diplomatic contact was ended. In 2266 Ambassador Jetanien hoped to use the same channel to contact the Romulans in the aftermath of their involvement in the Taurus Reach. [1]

Rosen had a great loathing of computers, and almost always made use of handwritten notes in her work. She left a large collection of those notes to Jetanien when she died. He would often read the material, and described it as a great source of inspiration for him. [1]
