A Human Starfleet officer, Okagawa was the Captain of the Daedalus class USS Lovell in 2265. Okagawa was a small man with a stocky, toned physique suggestive of an interest in swimming or gymnastics.His hair was close cropped, black in colour with a liberal peppering of pale gray. Commodore Reyes thought it and the wrinkles around his eyes and forehead enhance his air of dignity and grace. [1]

In 2266 Okagawa assisted with founding the Federation colony on Cestus III. [2] Later that year he took his ship to Erilon to investigate the Shedai technology there. [2]
