A Starfleet officer, Fisher was the Chief Medical officer aboard Starbase 47 (Vanguard) in 2265. Fisher was a very experienced officer at this point, not afraid to speak bluntly and having little patience with those he regarded as engaging in pretence or evasion. As of 2265 he was in his eighties, with over fifty years in Starfleet, and was planning to retire and return to his home planet Mars. He was hoping that his attending physician, Doctor M'Benga, would take his place on the station after he left. [1]

Fisher had a wife, Hannah, who passed away of natural causes. He had two sons, Ely and Noah, who lived on Deneva and Alpha Centauri, and a daughter, Jane, who lived on Mars. Neither son followed him into medicine, though his daughter did. By 2265 all three of his children had children of their own. [1]
