A Starfleet officer, Xiong was regarded as a brilliant researcher. His speciality was Archeology and Anthropology. He was also a skilled pilot and engineer. Despite these talents Xiong tended to be outspoken and somewhat lacking in diplomacy and respect for authority, which made him an unlikely prospect for rapid advancement within Starfleet. [1]

In the 2360s Xiong was a researcher on the Taurus Reach mystery. He chafed at the secrecy surrounding the project, to such an extent that he revealed details of it to Captain Kirk when he worked briefly with him. Commodore Reyes chose not to end Xiong's career over this breach of security. [1]
