A member of the Vulcan High Command in the 2150s, Kuvak was a voice of moderation on the council. He often found himself in conflict with Administrator V'Las. Kuvak objected to V'Las' plan to bombard the T'Karath Sanctuary and eliminate the Syrrannites in response to the bombing of the Earth Embassy, stating that their goal should not be a massacre of their enemies. [1]

He also opposed the attack on the NX-01 in Vulcan orbit, noting that it could end an alliance that had lasted for a century. Kuvak was further skeptical of the claim that the Andorians had acquired Xindi technology, and thus opposed the surprise attack proposed by V'Las. He urged the attack be called off, especially when it became clear that the Andorians knew it was coming. V'Las ignored this advice. [2]

When Captain Archer and T'Pau presented the Kir'Shara to the High Command Kuvak, shot subdued V'Las as he tried to destroy it. He then personally ordered the invasion forces to withdraw, effectively staging a coup. He dissolved the High Command and took part in forming a new government thereafter. As part of this, he promised that Vulcan would seek a more equal relationship with Earth from now on, vowing that Earth would finally 'stand alone' in control of their own affairs. [2]
