When Kes claims that she can see below the subatomic, Tuvok claims there is nothing below the subatomic. Well, quarks (the particles, not the DS9 bar) are smaller than subatomic particles in size, and have been well known for a long time. And there are theoretical structures even smaller than that.

Plotline

Encountering another member of the Caretakers species living in a similar array with some Ocampa, Janeway tries to convince her to return them to the Alpha Quadrant. Meanwhile, the local Ocampa start to teach Kes the full extent of her mental abilities.
