Why don't universal translators work on that language the Breen speak?

Worf comments that nobody has ever seen what is underneath a Breen helmet and lived to talk about it. So how come in "Indiscretion", Kira and Dukat were able to knock out two Breen guards and steal their uniforms to disguise themselves?

Kai Winn says in this episode that she has never had an Orb experience, but in "In the Hands of the Prophets", she said tells Sisko that the Prophets have spoken to her through the Orbs.
Factoid :
The is the last Deep Space Nine episode ever directed by Winrich Kolbe.

As René Echevarria worked on the final episode, he realised that he had brought in the Dukat/Winn arc too early. He had no need for the characters now until the final episode, which was still seven episodes away. As a result, he had to find something to do with Dukat for the next six episodes. He came up with the idea of blinding him as he thought the audience would accept that they knew Dukat was off somewhere struggling with his blindness, but would have no great desire to see this play out.

(As an aside, a similar storyline plays out with Arya Stark in Game of Thrones, where she spends several episodes blind. At least some fans came to tire of this after an episode or two, indicating that Echevarria may well have been right!)

Dukat's reference to fighting the whole Klingon Empire in a single ship harks back to "Return to Grace", in which he is able to hijack and Klingon Bird of Prey and use it to run a resistance to the Klingon invasion of Cardassia.

Plotline

While Worf and Ezri are interrogated by the Breen, Sisko prepares to marry Kasidy - even if it means defying the Prophets themselves. Meanwhile, Weyoun makes an announcement which could mean Dominion victory and the end of freedom in the Alpha Quadrant...
