The Enterprise-D visits Rutia IV to deliver medical supplies to the planet, which is in the grip of a terrorist insurgency. Although the Enterprise falls victim to several terroris attack and two officers are abducted, the crew are eventually able to determine the location of the terrorist base and launch a successful attack on it.
