Son of Kotran Pa'Dar, Rugal was placed in a Bajoran orphanage by Gul Dukat during the latter stages of the Cardassian occupation. Dukat hoped to embarras Kotran when Rugal was eventually uncovered, gaining revenge for the politician's role in ending the occupation. Rugal grew up to hate the Cardassians for their actions during the occupation, and was ashamed of being one of them. Dukat's plot ultimately failed thanks to Garak's interference, and Rugal was returned to his biological father. [1]
