Kubus was a member of the Bajoran government during the Cardassian occupation of the planet, and was widely despised as a traitor. After the Cardassians withdrew, Kubus lived on Cardassia for two years before deciding to return to Bajor. He was quickly recognised and barred from returning to the planet - all such collaborators had been sentenced to exile after the occupation. Kubus was granted sanctuary by Vedek Winn, much to Major Kira's distress. [1]
