Admiral Ross served on Starbase 375 during the Dominion war, where he assisted Captain Sisko in gaining approval for the operation to retake Deep Space Nine. [1] Ross initially supported Romulan efforts to establish an armed presence in the Bajoran system during the war, but when faced with Major Kira's determination he backed down and forced the removal of the Romulan forces. [2] He later took part in a diplomatic mission to Romulus, ostensibly as a Federation official but in fact acting to assist an illegal Section 31 plot. [3] During the closing stages of the war the Admiral became a more active figure, commanding forces on the front lines in the battle to reach Cardassia. [4] He subsequently presided over the official ceasefire which ended the war. [5]
