A member of the Romulan military, Parem was aboard a scientific research vessel which was developing a phase cloak device in 2368. When the ship underwent a catastrophic accident, Parem's body was shifted out of phase with normal matter. A similar accident befell La Forge and Ro a short time later; Parem tried to kill the two officers to stop them from warning the Enterprise crew about a Romulan plot to destroy the ship. He was himself killed in the attempt. [1]
