No. It means that seeing a random aperture on the back of a ship - that is never seen to be producing thrust - shouldn't be taken as evidence of being the thrusters.

We have never seen the modelled thrusters on the Miranda fire. So by you're logic, even though they look very closly like thrusters on other ships of the time, there is no evidence of them being thrusters.

No, that doesn't follow from what I said. By my logic, the fact of having apertures on the rear isn't of itself evidence that those things are, in fact, thrusters. In the case you give, the fact that they almost identically resemble other things which are known to be thrusters is evidence. In the case in point - the alleged phaser arrays on the Raven - there is little more than a black stripe on which to base an opinion.
