In the original script it was the Romulans who occupied Bajor. Rick Berman felt that the Romulans had been over-used, and remembering The Wounded, decided to have the Cardassians be the occupiers instead.
Plotline
A disgraced starfleet officer is released from prison to assist Picard in hunting down a Bajoran terrorist group, but all is not what it seems.
