Somewhat undefined conflict. We know that the Romulans attacked the Klingon Khittomer outpost in 2346. We don't know if this led to a declared war, but the Romulan captain in "Face of the Enemy" described another battle, indicating that open hostilities seem to have existed for at least a while. [1]
