FBI Agent who specialized in chasing down stories about aliens. In 2024 he captured Jean-Luc Picard and Guinan and held them for questioning. [1]

Eventually, he revealed to Picard that he had had an experience as a young boy that lead to his interest in such matters. He described the encounter with a race with pointed ears, who he discovered as a young man. The alien had put his hands on his face and Wells had imagined strange things. He explained that having this enounter had driven him to follow up on all such stories. Picard was able to tell him that what he experienced was a Vulcan, who had performed a mind meld in an attempt to wipe his memory of the meeting. Finally relieved to have an explanation of the events he let Picard and Guinan go. [1]
