A Human Federation citizen, Tan Tsu served aboard the freighter Arcos in 2367 when it crashlanded on the Turkana IV colony. He was captured along with another crewmember and held hostage by a faction called the Alliance. The Alliance demanded weapons for the release of Tan Tsu and another Arcos crewmember. He was ultimately rescued by the crew of the Enterprise-D. [1]
