A time traveller, Rasmussen claimed to come from the late 26th century to study the Enterprise-D's mission to Penthara IV. In fact he was from the 22nd century; he had murdered a real 25th century historian and stolen his timeship. Rasmussen hoped to acquire information and technology from the Enterprise-D which he could use for profit in his own time. [1]
