First Minister of Rakosa V, Kellan was concerned by Voyager's approach in 2372 due to the numerous rumours which the Kazon had been spreading concerning the ship. He feared that Captain Janeway was actively seeking to send the Dreadnought missile against his planet; in fact the missile had targeted Rakosa V by accident. Kellan was extremely grateful for Janeway's assistance in the crisis, particularly when he learned that she was willing to use Voyager to ram Dreadnought to save his planet. [1]
