A Starfleet Admiral, Leyton was formerly Captain Sisko's commanding officer. It was Leyton's reccomendation that got Sisko the post commanding Deep Space Nine. By 2372 Leyton had become concerned that the Federation was not doing enough to prepare for Dominion infiltration. He decided to fake evidence of Founder presence on Earth to force the President to increase security, and ultimately plotted to depose the President and take personal control.
