A Starfleet Admiral, Kennelly ordered Ensign Ro to join the Enterprise-D as part of the mission to locate a Bajoran terrorist group thought responsible for the attack on a Federation colony in 2368. It was later discovered that Kennelly deliberately set the group up to be killed by the Cardassians. [1]
