A member of Starfleet Tactical, Shelby was in charge of co-ordinating Starfleet's response to the Borg threat. She worked on board the Enterprise-D in response to the Borg invasion of 2366/7 [2], and was promoted to First Officer when Captain Picard was abducted by the Borg. [3]
