Admiral Clancy was Commander in Chief of Starfleet in 2399. She was very antagonistic towards Jean-Luc Picard because of his opposition to the withdrawal of support for the Romulan evacuation. She refused to give him command of a vessel in order to track down Soji Asha, who he believed to be a decendant of Data. She later discussed the matter with head of Starfleet security Commodore Oh, not knowing that Oh was really an agent of the Romulan Zhat Vash, a fanatical branch of the Tal Shiar who were dedicated to the eradication of all synthetic life in the galaxy. When Picard later contacted her to provide an update on his discoveries she admitted that she had thought of him as quixotic after their earlier meeting. She was impressed with the discoveries he had made and approved his request for a fleet of ships to be sent to defend the android homeworld of Coppelius. [2]
