A Starfleet officer, Coburn was a Rear Admiral who was part of the group which approved Captain Sisko's plan to retake Deep Space Nine in 2374. He was worried that the Dominion would launch an attack on Earth instead of defending the station, but was persuaded that they would regard the wormhole as the more vital spot to defend. [1]
