An expert forger, Tolar was used by Sisko and Garak to produce a fake hologram of Weyoun and Damar discussing an invasion of Romulan space in 2374 as part of an effort to draw the Empire into the war. Tolar was murdered by Garak shortly after completing his task. [1]
