A holographic character created by Voyager's EMH as part of his program "Let Photons be Free". Captain Jenkins was far more ruthless than Captain Janeway - on one occasion she murdered one of her own crewmen so that the EMH would treat a more important but less badly injured officer. Captain Janeway objected to the EMH's using her as the basis of such a character. [1]
