A Human, Miller was the colonial administration liaison on Starbase 47 (Vanguard) in 2265. [1] In 2266 Miller met with Jeanne Vinueza as she passed through Vanguard on her way to Gamma Tauri IV to become the colony commander there. Vinueza's esper ability revealed Miller as an individual free of any sense of concealment, pessimism, or cynicism - an 'open book'. [2]

Miller was short, with ebony skin and a smooth-shaved head. [2]
