A Klingon, Councillor Torr was a member of the ruling Council in 2265. He was young by Klingon standards, and sharp-featured. He felt that the Klingon Empire had been too cautious in their expansion into the Taurus Reach, known to the Klingons as the Gonmog Sector. In the aftermath of the loss of the USS Bombay, Torr advocated an immediate attack on Starbase 47 to take advantage of the weakened defences. [1]
