A Bajoran woman, Tora fell in love with Gul Dukat during the occupation of Bajor. She had a child, Tora Ziyal, by Dukat in 2353. As the occupation began to come to an end Dukat sent Ziyal and Tora to live on Lissepia. Their transport ship, the Ravinko, was attacked by the Breen on the way there, and crash-landed on Dozaria.
