Governor of Krios, Vagh suspected the Federation of supplying assistance to a rebel faction on his world. He was deeply suspicious of Captain Picard's investigation into the affair, and his suspicions seemed confirmed when Geordi La Forge attempted to murder him. However, it transpired that La Forge had been brainwashed by Romulan operatives and that the Klingon Ambassador Kell was a part of the plot. Vagh took Kell into custody. [1]
