A Klingon, Duras was a member of the ruling Council of the Klingon Empire in 2265. He participated in the council meeting which followed the loss of the USS Bombay. During the meeting Chancellor Sturka ordered Duras to investigate the Federation's true purpose in expanding into the Taurus Reach. [1]
