When you consider the fact that they have atmospheric capability, the wings do make some sense.
There is only one way of avoiding the war – that is the overthrow of this society. However, as we are too weak for this task, the war is inevitable. -L. Trotsky, 1939

It may simply be for looks. The Republic/Empire has been in space for at least 25,000 years and their technology is mature enough (and advanced) that they could design a ship with any appearance they want. Browse through wookiepedia and look at some of the incredibly bizarre starfighter designs. Like Xizors (Virago).

Given the fact that Star Wars ships and Starfighters only took on the 'Movie Appearance' 4000 years ago... (IE Star Wars: Knights of the Old Republic)...its amazing how long a service life some of these ships have-The Hammerhead-class Starcruiser and Aurek Starfighter from KOTOR, they served 3000 years in the Old Republic Navy.

If the designs are still servicable than there's no need to change it or withdraw it from service. Look at WH40K, some of the Imperiums vessels and AFV's have been in service for over ten thousand years.

Perhaps there's some by-product of the neutrino radiators that maks it safer t place them as far away from the pilot as possible?

Might just be for simplicity's sake that they've got wings and such. Airfoils don't use up energy like repulsorlift drives.

The bizarre thing is that the G-canon aircraft we see (the snowspeeder and T-16) are designed in such a way that they couldn't fly without repulsorlifts.

lol, that's right, Kendall. I had forgotten about those two. Well, maybe Incom wanted to save some credits.

the V-Wing almost could though ;)
There was a huge explosion of technology in the 4000 BBY period that set the pace of what ships look like all the way up to the Galactic Civil War. Just like in real life periods of huge turmoil changes technology faster than peace time. If you look at the stuff 5000 BBY its totally different, fantasy looking designs with weird sail type structures and bright colors.
Be nice if some of the future expanded universe took place at the 9000 BBY mark since that was another huge era of turmoil.

Say what? How would the V-Wing not have to use repulsorlifts? They'd barely have more lift then TIE fighters.

They've got slanted wings. I said almost. If those wings were just not lowered but leveled with the craft it should be able to fly fine.

What? The V-Wing's wings are verticle, like a TIE fighter. See:

The airspeeder used to be called just the V-Wing by fans for a long time before ROTS came around. And it seems clear from his description of the wings that he's not referring to the starfighter.
