I agree, a spare warp core does make sense and it is a relatively small piece of equipment overall. But not even much larger Explorer-type starships were said to carry a backup warp core, let alone smaller Scout-types such as an Intrepid class which is why I find it peculiar. I thought the DS9 Tech Manual was just fine. There were some discrepancies but overall it was fine. I understand the DS9 Tech Manual is out of print and Amazon has it listed anywhere from $38 for a used worn copy to $174 for mint condition copies. Yes, a cloak that is completely nullified by the hodgepodge addition of one or two gas sensors to a torpedo is a good and superior system.

I would guess that the Romulans have better cloaking technology than the Klingons do, but this isn't based on anything we've seen on the show(s). I simply figure that since the Romulans have a proclivity to sneaking around everyone's space that they'd place a lot of value on having the absolute bes...
