The Dinaali were very short of resources, and rationed healthcare strictly on the basis of an individual's importance to society. In 2377 they acquired Voyager's stolen EMH and employed him in one of their hopitals. The EMH found their method of resource allocation to be unethical, but struggled to find any viable alternative.
