Regulations List

The following are the various Federation laws, regulations, rules and directives we have heard over the series. As usual the primary source was the Encyclopedia, and as usual any updates or corrections should indicate the episode the change required, which episode it came from, and if possible a rough idea of where in the episode it is mentioned.

General Order One (The Prime Directive) The Prime Directive. Precludes interference in the normal development of a society. The Prime Directive has 47 suborders. When dealing with primitive cultures, the Prime Directive forbids any mention of life on other worlds. Bread and Circuses
General Order Seven Forbids contact with the planet Talos 4. As of 2267, violation of this order was the only death penalty left on the books. The Menagerie, Part 1
General Order Twelve Requires adequate precautions to be taken on the approach of any vessel when communications have not been established. Star Trek II : The Wrath of Khan
General Order Twenty Four A command to destroy the surface of a planet after a specified interval. A Taste of Armageddon
Interspecies Protocol Includes a handbook on Personal Relationships three centimetres thick, including the rule "All Starfleet personnel must obtain authorization from their C.O. as well as clearance from their medical officer before initiating an intimate relationship with an alien species." Order 104 Section C Earth Starfleet order under which the medical officer can relieve the Captain of command. Hatchery
Order 104, Section B Starfleet order which establishes chain of command. Allows a superior officer to assume command of a Starship when its Captain is absent. The Doomsday Machine
Order 104, Section C Starfleet order which states the Chief Medical Officer may remove the Captain from command if he considers him unfit for duty. The CMO must produce evidence to support this view. The Doomsday Machine
Regulation 121, Section A Starfleet order which states the Chief Medical Officer may remove the Captain from command if he considers him unfit for duty. This order is a replacement or updating of General Order 104, Section C Year of Hell, Part 2
Regulation 157 Section III Paragraph 18 Part of the temporal prime directive - "Starfleet officers shall take all necessary precautions to minimize any participation in historical events." Trials and Tribble-ations

Regulation 17.43 Relates to the ethical code of conduct of Starfleet cadets. In the Nero timeline, Cadet James T. Kirk was accused of violation of Regulation 17.43 when he reprogrammed the Kobayashi Maru simulation to allow him to defeat the no win scenario. Star Trek XI
Regulation 191, Article 14 In a combat situation involving more than one ship, command falls to the vessel with tactical superiority. Equinox, Part 1

Regulation 7, Paragraph 4 An officer must consider himself under arrest, unless in the presence of the most senior fellow officers presently available, the officers must give satisfactory answer to those charges. The Omega Glory
Security Protocol 28 Subsection D In the event of a hostile takeover of a Starship,the EMH is to deactivate and await rescue Message in a Bottle
Security Protocol 49.09 Covers the ethical treatment of prisoners aboard a starship. In the Nero timeline, Cadet Kirk regarded Spock's marooning of him on Delta Vega as a violation of Security Protocol 49.09. Star Trek XI
Special Order 66715 Grants Starfleet Internal Affairs department authority to neutralize security threats to the Federation by whatever means necessary. Inquisition
Starfleet Engineering Code Requires a second backup for mission critical components in case the primary backup fails Destiny
Starfleet Regulation 619 Any command officer who is emotionally compromised by the mission at hand must resign said command. In the Nero timeline, Kirk pushed Spock into a fit of rage to demonstrate that he had to resign his command of the Enterprise under Regulation 619. Star Trek XI
Starfleet security protocol 28, subsection D "In the event of hostile alien takeover the EMH is to deactivate and wait for rescue." The Swarm
Starfleets Temporal Displacement Policy Part of the temporal prime directive. Prohibits time travelling personnel from interfering in past timelines. Past Tense, Part 1
Starflet Order 2-0-0-5 An order issued to the chief engineer of a Starship, instructing him or her to destroy the ship by detomating the matter/antimatter fuel. Star Trek : The Motion Picture
The Omega Directive Requires the captain of a starship to notify Starfleet command immediately on detection of an omega molecule, and authorizesthe use of any means necessary to destroy it. This directive is unknown to virtually all Starfleet personnel, and over rides the Prime Directive. The Omega Directive
