A Human male Starfleet officer, Nogura served during the 23rd century. In 2271 Admiral Kirk had a short meeting with Nogura at Starfleet command in San Francisco. He convinced Nogura to place him back in command of the Enterprise for the duration of the V'Ger mission, displacing Captain Decker to occupy the First Officer and Science Officer positions. Kirk would later say that Nogura agreed on account of Kirk's experience in dealing with unknown threats and his familiarity with the Enterprise and her crew. Scotty stated that he was sure the meeting had not been an easy one. [1]

In 2267, Nogura took over command of Starbase 47 (Vanguard) in the Taurus reach after Commodore Reyes was relieved and charged with divulging classified information. [2]
