A junior Monean official, Riga was part of the Delta Flyer's expedition to the centre of the space ocean where he lived in 2375. He accepted the evidence that his people's industrial activities were slowly destroying the ocean, and assisted Lieutenant Paris in his attempt to destroy some of the hardware responsible. [1]
