The Federation President, Roth served in 2285 during the Genesis controversy. He decline the Klingon request to extradite Admiral Kirk on charges of terrorism, instead directing various charges of violating Starfleet regulations. He also oversaw the Cetacean Probe crisis, which was resolved by Admiral Kirk. [2]

In the aftermath, Roth dismissed all charges against the Enterprise officers except for the one of violating orders, which was directed solely at Admiral Kirk. Kirk pled guilty to this charge, and President Roth reduced him in rank to Captain and assigned him command of the newly christened USS Enterprise, NCC-1701-A. [2]
