The Federation President in 2293, during the Praxis crisis. Ra-ghoratreii began negotiations with Klingon Chancellor Gorkon following the explosion on the moon Praxis, which threatened to disrupt the Klingon economy by destroying much of their dilithium mining capacity. Ra-ghoratreii originally invited Gorkon to Earth for a conference, but the Chancellor was assassinated en route. [2]

When Kirk and McCoy were arrested for the crime he resisted Starfleet pressure to launch a military rescue mission into Klingon space, stating that the arrests had been performed legally and 'this President is not above the law'. [2]

Ra-ghoratreii agreed to continue the peace efforts with Gorkon's daughter Azetbur at Camp Khittomer. There he was the subject of an assassination plot himself, which was foiled by the intervention of Captain Kirk and his crew, along with Captain Sulu and the crew of the Excelsior. A grateful Ra-ghoratreii declined to prosecute the Starfleet officers for their actions. [2]
