A lot of the planes aren't scrap. They are protected from the elements, and the boneyard is in the desert precisely because the near zero humidity prevents corrosion. Some are hauled off and dismantled for spare parts to keep the active force running, but in theory a lot of those could be reactivated and used if the US found itself in desperate need of a bulked up air force.
The B-52s that are cut up and left lying on the ground are disposed of that way so that way so Russian satellites can see that they've been destroyed and keep a count on how many, as proof that the US is following arms reduction treaties.
