Following the successful deployment of the Federation's Peregrine attack fighters, and the usage of the Klingon K'Pac and Cardassian Hideki; The Romulan Empire's designers decided that it was time a Romulan contemporary was to be designed. The specifications called for a medium fighter that either paralleled or beat all the federation equivalent. And this is what they produced. The A'Saevha class fighter beats the federation equivalent vessel in almost every field, apart from combat maneuverability (due mostly to the larger dimensions). Her armament of disruptors is more than capable of dealing with hostile foes of equivalent size, and the torpedoes provide a slight increase of firepower, although the federation equivalent has superior torpedo technology and power, a trend that has been constant throughout history. These fighters are small enough and in-complex enough to be constructed in small shuttle production facilities, meaning a quick and effective solution to defense issues can be made with limited resources. This vessel is expected to be churned out at at least 500 per year, and that is with a relatively conservative estimate.

I was going to try doing a picture, but I have no idea where to start and I utterly FAIL at drawing Romulan ships.

I like the thought behind it. 500 a year would be a nice little boost. Ships like this would be handy for dealing with low level pirates or just keeping weaker systems in line.

Plus something of this size in groups could probably take on smaller patrol or border craft.

They could but I don't think that would be a good use for them. Fighters in trek should be used in places where there isn't really a need for a cap ship but still in need of something.

that, and perhaps low level investigations, interesting enough to be studied, not interesting enough to dedicate an entire ship to that mission. Sort of like the star furys in the first episode of Babylon 5.

And, of course, superiority. You can't support infantry (I know, but by indications in Nemesis the Romulans must have something) or planetside operations with a starship.
